The amount of adult stuff being deliberately pointed at children has increased quite a lot over even just the past couple years, because the corporations know that no one is going to come after them for it.
Hell, at my work, we replaced a court-ordered anti-smoking sign with a giant wall of cigarettes, so that we could make room for a bunch of new fruity flavors of nicotine pouches so that kids can become new addicts.
It’s always been the goal to get children consuming products. It’s a known function of humans that they usually stick to whatever they were doing when they were kids well into adulthood. It’s harder to convince an adult with pre-established routines and preferred products to switch over.
You’re right though that it’s getting pretty blatant now, but that’s to be expected as we dismantle food and drug regulations.

I suspect this is legal because “under aged” in the US doesnt explicitly mean “under 18”, since the legal drinking age is 21.
