They are not hiring. They are searching for an independent contractor. That is a small but important difference.
I think it’s still hiring in this case.
Hire is the verb, contractor/employee is the noun and is where the difference resides.
Therefore “They are hiring an independent contractor” is accurate if I’m not mistaken.
