Having patterns for managing inter branch communication is not the same as limiting the ability for individual members to communicate.

How could an organization reasonably prevent communication between members in any world, let alone one in which everyone carries smartphones? You can be anti-communist if you want but resorting to obvious falsehoods doesn’t serve you or anyone else.
