As long as the off-site isn’t the same location or method of access, that’s generally fine. Essentially, you want to make sure you have a way to get at the data no matter what happens.

3 backups: 2 different places/media on-site 1 off-site

For some comparison, wife and I went to a Tuesday noonish showing of Beetlejuice Beetlejuice and there were more than 8 people. So, at a time slot that would be totally understandable to have 1-2 people at a showing, there were way more than for this waste of digital space.
