It would also seem people have forgotten the Installation disc that was common towards the end of the 360 era. The PS3 already copied the whole Blu-ray to storage with the only real difference being it was quicker to copy physical than to rely on PSN’s awful bandwidth. A lot of people still have crappy imternet so it makes no sense to take away the option to wait a day for a box with 2 discs to arrive.
