Clowns are far more functional and entertaining.
If you don’t live there and don’t know anybody who has gotten on the governments bad side, it not far less entertaining than a clown to be honest. But i agree clowns are more functional. More fair and caring also.
I do live here and have been on the bad side (not a criminal but was investigated thoroughly for being in/working in the wrong place wrong time stuff). Clowns are absolutely more functional.

I might find this mildly interesting if the technology had been deployed during an active shooting and prevented it.
