On Atomic distros you need to reboot everytime you update the system or install anything into an overlay… On other systems you can mostly just restart services and programs, as long as they aren’t the kernel, and likely pid 1. (Arguable kexec can be considered a reboot.)
Unless you use Fedora Atomic distros, then you do need to reboot.
